My cousin scrapped my car after saying I could keep it there. Is that even legal?

unless they're on the title as part owner… I'd definitely say that was illegal. Most they could likely do is have it towed to a lot claiming they didn't give permission for it to be there… but having the car destroyed… no

Illegal, but also a tough one to deal with because it involves family. UGH!

If he "gave it to you" but did not sign over the title you have little to no recourse.

If the title was in your name I believe it’s illegal but the cousin could have at least warned you.
